&lt;p&gt;Since June 2006, our neighborhood has strongly opposed the ATC proposal to site a major 138,000 volt power line and substation in our Fitchburg Hillside Heights residential neighborhood of 50 homes near the intersection of Fish Hatchery Road and Irish Lane. &lt;/p&gt;
&lt;p&gt;After participating in this hot issue since last June 2006, I decided to confirm reports that ATC was spending a ridiculous amount of money that was affecting my own electric power rates. So I retrieved my old MG&amp;amp;E invoices to check my own kilowatt hour costs going all the way back to 1990.&lt;/p&gt;

Generally speaking, the capital budget includes projects that are long term investments in our community or items that last more than 10 years.  Often we borrow money to pay for these projects and then pay it back over the next 10 years.  These budgets are projected out over the next 5 years so you can see anticipated capital budgets for the next 5 years.  <title>City Budget Time:  Staff Requests</title>

&lt;p&gt;A few weeks ago the Wisconsin State Journal printed an article Christopher Berge and I wrote about ways in which Madison could culturally improve itself. The ideas presented were; the creation of an Asian Water Market over Monona Bay, a walking shopping district that intentionally emphasizes café culture and a city subsidized bakery that would give low income neighborhoods jobs while at the same time giving Madison a national reputation as being a city of great bread.&lt;/p&gt;
&lt;p&gt;Those were just the ideas we had that ran along cultural lines. But we have more. We&#039;ve played with these ideas so long that I dont know which of them are mine and which are his. It doesn&#039;t matter; now they&#039;re ideas and they exist.&lt;/p&gt;

&lt;p&gt;The International customs of JFK looks exactly like an empty Wal-Mart. Concrete floors, florescent lighting, and stainless steel bars are accented with signs that explain that all foreign visitors will have a digital portrait taken along with the fingerprints of their left and right fore-fingers as a new policy implemented by The Department of Homeland Security. In the few seconds I pause to read the sign a guard is quick to ask if I&#039;m American. &quot;Yes,&quot; I say, &quot;and I have every right to read about how we&#039;re treating our visitors.&quot; The guard shrugged. A large line quickly forms where they are checking in non-Americans.&lt;/p&gt;
&lt;p&gt;This is actually an improvement from a few years back when there were posters of the World Trade Centers in flames just before they crashed with the words, &quot;We will never forget.&quot; That was a poor welcoming too.
