
Media report man in police custody after second bomb scare on Capitol Square; name released

Madison's Capitol Square is under a second day of heavy security after a second bomb scare was reported. Isthmus and WTMJ are reporting that police have taken a man into custody who could possibly be connected to the two days of activity. Madison PIO Joel DeSpain told Isthmus:
"He had items with him today that are of concern," says DeSpain.
Those items included a bike with saddle bags, pictured here, which remains sitting on its side in front of Brocach Irish Pub. DeSpain describes the contents of the backpack discovered Tuesday as something that "at least looked like an I.E.D," which stands for Improvised Explosive Device and is a term often used in connection with the war in Iraq. According to DeSpain, I.E.D. "is the term the detectives are using. Anything that someone can build themselves that can blow up is an I.E.D." Madison police identified the suspect as David R. Floyd, 67. Police said he was arrested on charges of felony bomb scare and aggravated assault with a weapon.
The recent scares around Madison have brought back memories for many in Madison of the parking garage pipe bombs from December of 2005. No one was ever arrested in that case.
